It seems that Dubai Airports are to impose a new tax on passengers departing from Dubai as the revenue patterns of Dubai Airport change.

The charge will 35AED – around £6.62/€8.36/US$9.53 and will per passenger, levied on the ticket according to the WAM State news agency.
Children under two, cabin crew, and transit passengers leaving on the same flight will be exempt from the charge.
The charge applies to both Dubai International at Dubai Al Maktoum International Airport.
The charge applies for flights departing from the 30th June 2016 – so expect to see the added cost be collected by your airline as you
Dubai Airports will be using the charge to improve its infrastructure and boost its capacity – as well the expansion of Terminal 2 and the renovation of Terminal 1.
It’s also a sign of Dubai looking for revenue elsewhere other than oil too.
But for passengers who are keeping an eye on every penny – it’s another charge to look out for….
