The usual Emirates reminders

COVID-19 PCR tests are mandatory for all inbound and transit passengers arriving at Dubai (and the UAE), including UAE citizens, residents and tourists, irrespective of the country they are coming from.

Dubai is also open to visitors, so for those who wish to stop over, you can. Check the entry requirements

Passengers must meet all the entry requirements to Morocco or Russia to be able to board these flights too – so, you will need to plan ahead.
