In terms of expansion, the airline states
As the European Union takes steps toward reopening borders, it is up to individual member countries to decide when and how to lift their restrictions. Delta will continue to expand service as travel returns and keep customers up to date on which international destinations are open to visitors.

Delta is operating a mixture of services to Europe that welcome vaccinated travellers and/or travellers with negative tests. These include:

Check before you travel
If you are planning to travel, Delta encourages you to review entry requirements for their destination, including whether a vaccination certificate or negative COVID-19 test is required. You can find details on the Delta Discover Map on delta.com or check the official government website of their destination country.
Additional Connectivity
With Spain opening itself up to welcome valuable tourist money, airlines are racing to provide capacity so they can welcome the pent-up demand that awaits.
With Delta offering around 200 seats or so per aircraft, it will be interesting to see how much they can fill them and if they can offer additional capacity if demands increase.
