Where is the constantly changing list?
The list is published at https://www.gov.uk/guidance/red-amber-and-green-list-rules-for-entering-england.
Are countries reciprocating?
It is varying. In most cases, you will need to wade through the entry criteria of each country as needed.
Remember – travel is different this year, with each country imposing its own rules and entry criteria. You must ensure that you meet them to enter a country.
